Chums.

'Chums' (Cassell and Co. London) was a boys paper started in 1892, and became the Official Journal for the British Boy Scouts in  May 1909. It was also the Official Journal of the British Boys' Naval Brigade, which became the National Naval Cadets.

The first recognition of the Boy Scout movement in 'Chums' occurred in the news report column 'On the Watch Tower' September 11th 1907 with a report that Major-General Robert Baden-Powell had proposed to form a legion of 'Boy Scouts' and had already formed an experimental corps #1. The Editor of 'Chums' noted on February 12th 1908 #2 that a reader had written in to say that he was interested in B-P's book on Scouting and that he proposed to form a company of scouts. He further enquired whether he could call the company 'Chums' Scouts. The Editor suggested that this 'Chums' Scouting Company should wear the 'Chums' League badge. In the following edition the Editor noted that several readers ad written to him to "ask if it would not be possible to start a League of 'Chums' Scouts". The Editor replied that this had been discussed with Baden-Powell, and he hoped very soon to be able to let them know what B-P said #3. The following week saw the publication of an article by B-P on the Brownsea Island Camp. A further note in 'Chums' promised more news on the proposed 'Chums' League of Scouts #4. Despite this clear intention, nothing further appeared on the 'Chums' Scouts. By October of 1908, the initial keenness by 'Chums' for Boy Scouts seemed to have been reversed. A cartoon featuring a regular 'Chums' character 'Waggles' ridiculed Boy Scouts ('Waggles is a Scout - Look at his funny hat'). A further comment under the cartoon remarks "Scouting is all right if it wasn't for the clothes" #5. The reason for the apparent volte-face would not be hard to explain. With the initial enquiry by a 'Chums' reader (Feb 12th 1908) only the first two parts of 'Scouting for Boys' had been published #6. The proposed publishing of further details for the Scout scheme by 'Chums' at the beginning of March may well have been seen by Baden-Powell, or Pearson his Publisher, as a compromise, both of the scheme itself and of the agreement between B-P and Pearson over its publication. Baden-Powell and Pearson were keen on promoting their own boys paper 'The Scout' #7, which was aimed at all boys organisations and was planned to follow on from the publishing of 'Scouting for Boys'. It is unlikely that Baden-Powell would have been free to sanction the scheme to appear in a rival publication. Vice versa 'Chums' does not refer to 'Scouting for Boys' and 'The Scout' as a means of follow up.

The British Boys' Naval Brigade.
In March of 1909 'Chums' was able to sponsor its own uniformed youth work, 'The British Boys Naval Brigade'. This organisation had begun in December 1908 and after the initial recruitment campaign was launched on Saturday 16th January #8. By March 1909 Lieutenant W Barrett RN the founder managed to gain the patronage of the publishers Cassell and Company in the form of space in the Boy's paper 'Chums'. Barrett used Clapham Common for his drill ground and lived locally at 111 Balham Hill. The age group for Barrett's Naval Cadets was between 10 and 17 years of age, a similar age group to the Boy Scouts. Outlined in one of the first pages on the British Boy's Naval Brigade in 'Chums' was a full constitution clearly identifying the intention that this should be a national movement. By April 1909 the Battalions listed were Wandsworth, Battersea, Greenwich, Lambeth and Birmingham. By May the title of the movement in 'Chums' had been changed to 'The National Naval Cadets'. The change of name had been decided upon earlier to coincide with its launch as a national movement #9. Readers were urged to write in and enrol, thus bringing about a membership independent from any local Brigade. Thus 'Brigade' in the national title would be inappropriate. 'Chums' formed a medium through which instruction was given rather than a news journal for local Brigades, and this would tend to back up the hypothesis of membership coming about through the pages of 'Chums'.

The success and popularity of the Scout movement was such that it could not be ignored. The truth of this was literally brought home to the editor of 'Chums' because his sons had joined the Scouts (probably members of a BBS Troop) #10. Barrett's Cadets were a poor substitute. In June 1909 sixteen months after the initial start of the 'Chums' Scout Patrols, the Editor began to publish several Boy Scout stories. In the Editor's column of June 30th there is a note referring to the fact that the 'Chums' scout patrols were "still going strong", and it seemed "desirable to draw the various patrols of 'Chums' Scouts into closer union". The patrol Leaders were encouraged to send in their present addresses so that the Editor could write to them on the subject #11. The Editor in the following week reveals the nature of the closer union proposed. It was not the 'Chums' League of Scouts, as originally promised but "a new national organisation of Boy Scouts....The British Boy Scouts" #12. In the following issue the editor invited all scouts to write in. In the Editor's column of July 21st 1909 the British Boy Scouts were fully launched as a national movement under the heading, 'To Boy Scouts, Everywhere'. The column illustrated in black and white, the BBS badge consisting of the initials BBS, mounted on the shaft of an arrow. The badge itself consisted of Red initials on a white arrow, with a blue background. The red, white and blue of the badge matched the patriotic motto the BBS had adopted, "Be Britons". Following editions gave the BBS its own column extending eventually to a full page. Colonel Frederick Charles Keyser (1841-1920) was appointed as the first President of the BBS #13. The Editor of 'Chums' was certainly instrumental in the expansion of the BBS as a national movement. The opportunity for a 'Chums' Scout movement came with the advent of a rival movement 'The British Boy Scouts' #14. This assistance to the BBS was not just to promote the organisation, but was aimed at boosting the circulation of 'Chums', in the newly created 'Boy Scout market' #15. It seems even given the absence of any encouragement, the initial 'Chums' Scout patrols survived, absorbed eventually in the BBS.

In the wake of increased popularity for the Boy Scouts movement, the National Naval Cadets had been subtitled 'Scouts of the Sea' and in later editions 'Sea Scouts of the Empire' #16. In launching the BBS the Editor of 'Chums' points out to all 'Chums' Scouts that they were to "look upon 'Chums' as the paper not only for sea scouts......but also land scouts as well" #17. The original name of the Naval Cadets (British Boys Naval Brigade) might have inspired the choice of name for the Battersea Scouts as they sought to launch a National movement. To strengthen this suggestion there is the fact that both organisations had their headquarters in South London, both had Companies in Battersea and both could boast of 'Chums' as their official Journal. We know also that by October 1909 there was contact between the organisations. The BBS and the NNC would drill together on Clapham Common, and were described as 'Chums' United Services. This contact documented through 'Chums' #18 probably began well before then and before the Cadets had changed their name. The Troops that originally formed the BBS (The Battersea District Scouts) were founded in 1908 and the Leaders of the BBS would have probably gained help from the British Boys Naval Brigade in contacting Cassell's and gaining their own patronage of 'Chums'. Enquiries with Cassell and Company have been made but the replies have provided no further information. As no archives of the BBS exist with them, the manoeuvrings in the background that helped create the BBS as a national movement are lost to History.
